Create a split rule set

/api/v1/split-rules/

Creates a rule set bound to one collecting wallet. items lists the destination allocations (PERCENTAGE or FIXED, each to a wallet owned by the same business, same currency as the collecting wallet). PERCENTAGE allocations must total 100% or less; any un-allocated remainder stays in the collecting wallet. If is_active is true, any other active rule set on the same wallet is deactivated.
